To say that I'm a skeptic would be mis-leading, I believe that there are definitely some bizarre creatures, but that they are as follows:

In the future of humanity, our technology will allow for us to develop time-travel. It is possibly underway at this time - for my theory to have any foundation, current progress would be mandatory. The chupacabra, or aliens that we are seeing would be humans of the future....our own children....travelling through time in order to prevent the chemical crisis that caused them to evolve into "chupacabras". From the bit of information that I've researched, this would explain the "time-line" of sightings and the secrecy of the U.S. government regarding their findings. Our future-humans arrive at times when chemical progress is at a peak - in order to either warn us or attempt to prevent the progress of the technology that will go awry and cause physical mutations.

I believe that we should pay attention to these warnings. The rate at which we 1990's humans consume chemicals, and the sheer volume of people on the planet, collectively, is frightening. I'm not an environmental activist, but I certainly do understand their point of view and I must agree with environmental groups that we must act on our impulses to "save the planet". What might cause such a leap in evolution, to create the unusual appearance of chupacabra? Is it a large-scale chemical war? Instant, single-generation mutation? Or a slow, gradual "morphing" of physical structure in order to adapt to our habitat - which we created through ignorance? Is it a positive change, or a negative change? Certainly, chupacabra is not attractive to us, pre-historic man. But to each other, themselves, perhaps they are quite desirable?

And how do they get here, in our time, for a brief visit? Are the chupacabras that we occasionally see the winners of vacations through time? I can almost see the signs of the future.

Eat quickly and look at the scenery, then get out....humans of 1997 are very observant and intelligent, and if they see us it might interrupt evolution".....?

The questions that I, personally, ask myself are.....is it necessary? How much of the drugs and food chemicals that we use are actually necessary? Is there a way to balance humanity and nature in order to prevent our children from evolving into chupacabras? Is it destiny, and can we "arrange" our own destiny? My answer is "Yes" (to myself)...but only if we pay attention...to ourselves and our "possible selves" of the future.
